Custom control to disable Incident form controls for Resolved and Closed items

In Service Manager 2012, unlike 2010, the controls on the Incident form are not disabled if the incident is Resolved or Closed. Therefore, non-active incidents can be edited.This is not at all desirable! Anyone with rights can edit and change your non-active items.If you require
