Bing API requires using Microsoft Azure?

Hi,
I'm looking to automate offline conversion imports (click ID) using the Bing API. From the API documentation, it looks like we need to use a Microsoft Azure instance. Is this necessarily the case (c.f https://learn.microsoft.com/en-us/advertising/guides/authentication-oauth-register?view=bingads-13).
My company doesn't support Azure so this is a blocker.
