Refinement webpart refiners not showing for non admins.

Our refiners will not show for the non admins / public or even staff logged into the page. I am not sure what else to check it works perfect for administrators so there has to be some sort of permission or something missing, but I have researched and cannot find any solutions.     Whether this issue occurs in other browsers? Such as Edge, IE and etc.
