Unable to upload custom app to Microsoft Teams

I have a custom app package that I tried to import to the Developer Portal. When I try to upload it, I get the error:

Failed to upload App(Tracking info: 4a6d5384-2ef7-4d64-82c6-02a6c248ba36_265 Thu, 09 May 2024 23:06:14 GMT | Status code: 422)

This is a package I downloaded from the Developer Portal. The app was deleted from the developer portal, so I am re-uploading it again.

How can I upload this app?
