Virtual Machine Windows Server 2019 Licensing / SQL Server Licensing

Greetings,

I am trying to build a new infrastructure with 3 VMs for Application Server, SQL Server and a Test-Dev Server.

In many discussions with different providers I did not get the answers that I really need.

These 3 VMs must be licensed with Windows Server 2019 or 2022 SPLA for each v-core and for the SQL Server I need atleast one 2 Core License (means 4-core, because each core license is in packs of 2-core)

The per-core licensing model ensures that every user can access the SQL Server and is available for subscription and propetual. The question is, does it worth to buy a propetual per-core license or in case a new version of Windows Server appears, let's say in about 5 years, it will need to buy a new one?

Also I would appreciate if anyone could explain me the need of Windows Server 2019 License per core for virtual machines.

    Are you asking about licensing for SQL Server or Windows Server? You seem to be asking for Windows Server, but you have tagged your question SQL Server.

    For SQL Server, you should absolutely look into Software Assurance. With SA you are covered for software upgrades in a much better way.

    I don't know if SA is also applicable to Windows Server.
