Microsoft AppDev registration payment doesn't load

At presented payment the details should be presented and allow me to continue. Already tried filling it multiple times, doublechecking my inputs and waiting long time so it finishes potential verifying in background. Couple days of trying passed and I'm confused why I can't proceed and why it doesn't show forms to fill if required.

The program I chose:
Windows and Xbox
Register as an app developer to submit apps and games to Microsoft marketplaces.

I'm using Windows 11 Version 10.0.22631 Build 22631

Waited 4. days so there is no unusual activity and then tried:

Cleaning and, making sure browser/extensions doesn't block anything. Different browsers - edge, chrome, opera, firefox - all reinstalled as well Reinstalling Windows 11, updating Windows, browsers, any drivers etc,

Trying from smartphone or using different internet connection (not using VPN)

I wonder if data I fill forms with might be incorrect but it will not let me enter Registration payment unless its correct, so again Im lost here... Also found posts on internet that Microsoft is making updates in regards to dev program, though it was 3-2 months ago and haven't found other people with same issue since then, so im posting it here, maybe someone knows something?
